But I don't know the artist. D: All I know is that she's a she, and Japanese. Help please?

Looks like something by Lily. I am not really a fan of her, as she always draws too pointy fingers and too pointy chins for my taste, but she is pretty famous in fandom. I am sure that someone else can give you a link.

Oh, I already have Lily's works, and I'm sure this isn't her. She has a different coloring style, that Oekaki looking stuff.
