I hope that the conclusion and the explainations for Sai's behaviour are comprehensible enough.
Also, this ffic mentions a real existing village; not sure how long it would take to reach it from Tokyo, I hope the infos, if not correct, are at least likely XD I chose it 'cause it's in the Kanto area and I think the scenery suits Madara's tastes nicely <3
