They are drawn in that way, but so are Deidara's, I think, when we see his projection way back when he first appeared.

I think Sir Leader is an original character myself, in the way Kisame was and Zetsu . However, like Kisame would have known Zabuza, and like Sasori has a whole history connected with people in Sand and relatives (that's all clearly about to blow open), Sir Leader could, of course, easily turn out to be related to someone already in the story or have a life history connected to one of the timeline's main events.

I think the eyes are an effect of the projection jutsu, since Deidara doesn't have those eyes normally but does in the cave.
