Kishimoto definitely knew. Inari is always associated with foxes, and it isn't like Inari is just some regional god.

i'm sure he did. every character name has significance, i would bet. tsunade and jiraiya are based on historical literature characters who were married to each other. orochi was a mythical 8-headed snake. sasuke is also a famous samurai. there's a method to the madness.
