hidden villages dont each have a kage. its the country that has the kage, but naturally they need some place to live. the village with the kage in it is somewhat like a capital. for example konohagakure no sato(hidden leaf village) is in the honou no kuni(fire country) but there are other villages in it. actually a better example would be sunagakure no sato(hidden villiage of the sand)which houses the kazekage and is in the kaze no kuni or wind country. but the otogakure no sato or hidden sound villiage is also in the kaze no kuni and they do take part in the chuunin exam.
so having said that, yes even if a villiage doesnt have a kage they still participate in the chuunin selection exams =D
well they may have said that in the filler episodes, but i remember it being in the kaze no kuni =/ hm... *is far too lazy to run upstairs and grab reference manga* x3

I don't think anyone claimed Oro to be a Kage. I think the big thing was just that Sound wasn't in Wind Country and that a Kage is part of village (why there are only five with so many more hidden villages is up to debate but someone mentioned it probably had to do w. your village's overall strength & prestige...things like that) not necessarily the country.

anywho...its not that complicated. the different villages are all part of the nation or 'land' such as the village of the sand is in the land of the wind. kind of like...boston and new york. are both american =p

are you sure otogakure isnt in the kaze no kuni, because coming from the three biggest narutards i know, as well as my brother whos seen the series so far all seem to agree with that =/
I was under the impression that Kages are the leaders of Hidden Villiages within countries. The countries tehmselves are ruled by feudal lords. Orochimaru would be considered the Kage of Otokagure, since it's his village. The fuss between Suna and Konoha that allowed Oro-chan to cause mischief was because the feudal lord of the wind country was hiring ninja of other villages as opposed to the home village, Suna. I'm pretty sure that Oto is in its own country as well, and that there is only one village within a country, since otherwise there would be too much competition between the villages within a country for contracts from teh feudal lords, as well as there being other countries that don't have villages. it was on this map.
Well, if Orochimaru wanted to, he could call himself kage of Sound villiage, but only the 5 great shinobi villages have kage: Konoha, Sand, Stone, Mist, and Cloud. Other shinobi villiages don't have the status to call their leaders kage.
See my original understanding of the villages/countries and the Kages and such goes along the lines with kunoichi_jaden and what minako_nine said. The first post completely confused me.
I just didn't know if a part of the requirements for participating in the Chuunin exam was having a Kage (since you know those who do get to host the exams & during the final part they get a pretty seat & all) or as long as you were backed by a hidden village you could participate. That was said a lot less eloquently than I thought it.

I'm not entirely sure if it counts as a hidden village if it does have either a Kage or a position available for one. as far as I know, we've yet to see any villages as such. Nyaa... I think it would be up to individual interpretation.
see that was why I was wondering, I didn't remember anyone but the main villages w. kages in the Chuunin exam, but then I wasn't paying a lot of attention to the others either. that was why i was wondering.

To put simply: Yes. Yes, ninjas from hidden villages without kages can participate. Grass nin participated in Naruto's chuunin exam, and hidden grass village has no kage. <3
The villages who participated in the Chuunin Exam were Sand, Sound, Leaf, Waterfall and Grass. Only two of those five have Kages. Mist, Cloud, Snow and Rock didn't participate. :D
Well, obviously they can. I think the only villages participating in the Konoha chuunin exams are those with a treaty with Konoha. But that's just my guessing as of why only small villages participated XD;
The problem with that is the fact that Stone, Cloud and Mist are part of the five biggest villages, and Sand and Leaf had themselves about 3/4 of the ninjas in the chunnin exam.
*sighs* it's all in the very first manga volume dears. well, about the kages and such. there are only five of them; theres no such thing as the otokage :/ unless orochimaru aserted himself.
yeah, everyone knows all that but I'm pretty sure everyone that ended up posting to this thread ended up disagreeing with a majority of what you said. No one thinks Oro is a Kage and everyone knows that there is only 5 Kages.
