No, from what I saw he drew the birdie and was about/ looked as if he was going to save her before flying past her and away to do something else entirely.

No, that's Yamato extending the wood part of the bridge. It showed a clear shot of Yamato all " !!" as Sai flew up and by. He did something, and shoved his palm to the cement to save Sakura.

It's a bit too early to say that Sai has a connection to Akatsuki, but considering how recently all that stuff was, it's possible.

I'm kind of mad at Kishimoto for having Sakura get knocked out, simply because he's been trying to make a point of the fact that Sakura isn't useless anymore and then has her like her old self again. It's not her fault, but still.
