If you look up the characters individually, the Naruto Wiki (http://naruto.wikia.com/) provides the names of all the characters in Japanese text below the English text.
Most of them don't use kanji, but rather use hiragana or katakana. Most of the names are puns of a sort, so while they could certainly be written with kanji that have those readings, it would look strange and/or it would take away the ambiguity of the names, thus ruining the puns.
tl;dr -- most of them aren't meant to be written in kanji.
ETA: Dumb me forgot to add, the above comments are applied to given names; many of the surnames of the characters (but not all) do use kanji.
