Question...

When Itachi tells Sasuke that he has the ability to develope the Mangekyou Sharingan technique, he says that Sasuke must kill his closest friend. Since Naruto didn't die... does that mean that he still can't use his eye like that? We all saw that his eye formed into its complete form... so why did that happen if Naruto didn't die?

... The 3-tomoe (fully developed) Sharingan is NOT the mangekyou... that's the reason... Sasuke just fully developed his Sharingan... but that's not the Mangekyou

yea i'm guessing because he finally mastered it or something and became ONE WITH THE EYE or because him and naruto were having the ultimate battle so that just pushed it into gear or something.

maybe in order to do that he had to experience severe emotional pain... inflicted on himself... by himself. does that make sense? lol maybe it wasn't that he had to kill his friend, just that he had to give up something, and he cut his connection with naruto.

yea i dunno i kind of think that the whole killing your best friend to get it thing is a lie and just some sexy plot twist thats set up for us but weel have to wait and seeee

Sasuke's sharingans are fully developed to the limit of the Uchiha clan, before the magenkyou. Having three dots in each eye is not magenkyou. He cannot do what Itachi does, at least not yet.

He said that he wouldn't do what Itachi did, that he would find a different way to get it.

Kakashi does appear to have a different form of sharingan, but it looks different from the magenkyou, though somewhat similar.

Sasuke didn't acquire the Mangekyou Sharingan in his battle against Naruto. He achieved the "three-comma" level of Sharingan, which not only allows him to copy moves and whatnot like the earlier levels of Sharingan allows him to do, but to actually see - visibly - the moves that his opponent is about to make. I have a feeling that the first stage of the Sharingan (single-comma) enabled him to react faster and/or see movements better; the second stage allowed him to copy moves (I can't remember if the first level allowed him to do this); and the third allows him to do both and to see moves before they happen.

The Mangekyou Sharingan - the triangulated pupil that Itachi (and now Kakashi) possesses - is an entirely different thing altogether, allowing the user to use Tsukiyomi (sp?), a high-level genjutsu that often has psychosomatic backlash. Apparently, Kakashi's found a way to activate the Mangekyou Sharingan - Obito died for/because of him years ago, but I have a feeling that the lack of his Uchiha blood has obstructed him from reaching this high level of Sharingan before. And, apparently, the Mangekyou Sharingan possesses the nifty power of transporting things/people into another dimension, although it seems to cause a lot of strain to Kakashi (probably, again, because he doesn't have any Uchiha blood aside from the few drops that came with his eye).

But, uh, yeah, Sasuke doesn't have the Mangekyou. I'm fairly sure that he'll either find another way to get it, or he'll forsake it entirely for the sake of keeping Naruto alive.

I don't think Itachi was lying; or at least, he doesn't think he's lying. Perhaps the Uchiha scrolls/records were lying to him, though. I'm fairly convinced that he was being truthful when he said that the acquisition of the Mangekyou Sharingan requires that the user kill his best friend, though, since he killed his cousin/best friend (Shisui?) to get it.
